Illicit tobacco trade is responsible for millions of euros in tax revenue losses by eu countries every year. To tackle illicit trade, the eu tobacco products directive (2014/40/eu) provides for the establishment of an eu-wide track and trace system. Allexis is the provider of the id issuer system related to the t&t of tobacco.


Allexis is the provider of the ID Issuer system in 4 European countries: Ireland, Sweden, Finland & Estonia. The role of ID Issuer is to have the Economic operators and their facilities registered within ID Issuer and assign them with unique IDs. ID Issuer also provides manufacturers and importers with unique identifiers for tobacco products that carry all information related to the T&T of tobacco.


We report the numbers of Generated UIs, registered EOs & Facilities, number of calls and tickets handled by our customer support team to Contracting Authorities according to their needs. A Contracting Authority will get access to our web-based graphical user interface containing all the data of their country and can adjust what information will be displayed on their dashboard.


The length of the unit level UI code is 26 characters, and the length of the aggregated level UI code is 31 characters, including the timestamp. The serial number for unit level UI and also aggregated level UI is made up of nine characters, including numbers, lowercase letters and capital letters. There are two separate sequences, one for unit level UI and one for aggregated level UI.

Each product code is made up of four characters consisting of numbers, lowercase letters and capital letters. Aggregated level UI contains the identifier code of the facility in which the aggregation process took place, which has a length of 9 characters for facility codes
issued according to the specification. The facility code is made up of a five-character long ID ISSUER prefix and three-characters long code. ID Issuer generated UIs do not contain a timestamp. The timestamp is added by the economic operator.


Our algorithm for code generating has the capacity to facilitate the volumes of production for the whole EU in the next five years. Thus, there is no need to change the structure of the code.
As Allexis is already the ID Issuer for four different EU countries, there are little to no adjustments needed to our solution for a new implementation. That allows for very competitive pricing.
All of the functionalities of the ID Issuer software solution as requested by the Contracting Authority are available also through WEB interface which serves as a graphical user interface of the ID Issuer solution as well as an ordering portal. If, however, you are a large manufacturer/importer, you might want to integrate with our solution. Each economic operator can use the ID Issuer system without a web-based graphical user interface by using the provided data API.
The ID Issuer software solution is compliant with the Directive and the Implementing Regulation in this regard, meaning that UIs are generated after the end of the next business day to give economic operators an opportunity to recall requests. We understand the manufacturing process planning can be agile, and just in time ordering is desired by manufacturers in case of quick unplanned production plan changes. Our solution enables just in time code generating, and unique identifiers can be delivered to the requestor within a few minutes.
Integration and test environment are in place, allowing integration for tests with the Repositories system and integration interfaces for users of the system.

Don’t worry, we’ve got you covered. We have already migrated the data from the former ID Issuer provider to the Allexis ID Issuer solution in Estonia. Data migration is easy and secure with no data loss, and it only takes two days.


Support will be provided according to the requirements set by the Contracting Authority, but in no lesser extent than 8 hours a day, five days a week. Our call center will support the language requirements set by the Contracting Authority and will provide support services via a toll-free phone number and an email ticketing system.
We already support ten different language variations in our solution (English, German, French, Polish, Slovak, Czech, Swedish, Finnish, Estonian & Latvian) with the possibility to add other languages.
